Contract Bidding
EAS has established a contract to ensure the quality and consistency of services related to some interrelated management functions that follow the local and international engineering standards, in order to verify the validity, completeness and timeliness of the cost or pricing data, and the right to inspect and audit all of the contractor’s records, including:
- The proposal for the contract, subcontract, or modification
- The negotiations conducted on the proposals including those related to pricing
- Pricing of the contract, subcontract, or modification
- Performance of the contract, subcontract
The key to a successful and effective contract award is the careful and thorough execution of the pre-award activities stages.
The focus should be on the purpose of the contract and the supplier’s ability to deliver in service and technical terms. However, attention must also be given to how the contract will operate once it has been awarded. Finally, it may not be required to follow every activity for every contract especially for small, simple orders, but it is recommended to read the whole guide and apply the advice provided to each stage as relevant to the specific contractual circumstances.
The award stage consists of the following activities:
- Making sure that all the parties involved are aware of their roles and responsibilities in the immediate implementation and transition process
- Confirming that the agreed processes for contract management are in place by all the parties
- That knowledge transfer from the procurement or project team
- This stage should also include activities such as:
- Communicating the award to the winning tenderer
- Informing the losing tenderers
- Debriefing losing tenders
Licensing and Permit
The purpose of building licensing is to ensure that the design will be done professionally and competently, and are familiar with the legal requirements among the building control practice.
After the design drawing stage have been completed, licensing of the project will be the main factor controlling the process, the first step in this regard to get the necessary NOC’s from the relevant authorities and government figures to lead accordingly for building permit issuance which issued by official jurisdiction board / Municipality.
As the building permit has been issued for any construction, the supervision will become the link between the client and the contractor on formal bases of authorities’ regulations to ensure that all aspects of the project comply with the applicable rules.
